काशीपुर : वर्ष 2023 में उत्तराखंड पुलिस द्वारा 11952 अपराधिक केस दर्ज किये जबकि 4408 केसों में फाइनल रिपोर्ट लगाकर केस बन्द कर दिये गये तथा लगभग 50 प्रतिशत 6027 केसों में ही चार्जशीट लगाकर अपराधियों को सजा दिलाने को कार्यवाही की गयी। फाइनल रिपोर्ट लगाकर बन्द किये गये केसों में हत्या, बलात्कार, लूट, अपहरण सहित गंभीर अपराधों के केस शामिल हैं।
काशीपुर निवासी सूचना अधिकार कार्यकर्ता नदीम उद्दीन (एडवोकेट) ने उत्तराखंड पुलिस मुख्यालय से वर्ष 2023 में दर्ज अपराधों सम्बन्धी विवरणों की सूचना चाही थी। इसके उत्तर में पुलिस मुख्यालय उत्तराखंड की लोक सूचना अधिकारी/अपर पुलिस अधीक्षक (कार्मिक), शाहजहां जावेद खान ने अपने पत्रांक 53 दिनांक 29 जुलाई 2024 के साथ पुलिस उपाधीक्षक सी.सी.टी.एन.एस. विवेक सिंह कुटियाल द्वारा उपलब्ध कराये गये वर्ष 2023 के पंजीकृत अपराधों के विवरण की सत्यापित फोटो प्रति उपलब्ध करायी है।
नदीम को उपलब्ध विवरण के अनुसार वर्ष 2023 में कुल 11952 अपराध दर्ज हुये हैं। इन अपराधों में 183 हत्या, 48 दहेज हत्या, 1267 अपहरण, 421 बलात्कार, 799 दंगे, 4482 चोरी, 1520 मोटर/आटो वाहन चोरी, 523 सेधमारी, 195 लूट, 11 डकैती तथा 2503 अन्य आई.पी.सी. अपराधों के केस शामिल हैं।
नदीम को उपलब्ध विवरण के अनुसार दर्ज केसों में लगभग 50 प्रतिशत में ही पुलिस ने अपराधी की तलाश करके चार्जशीट लगाकर अपराधी को सजा दिलाने हेतु कार्यवाही की है। इनमें हत्या के दर्ज केसों में 66 प्रतिशत 120 केस, दहेज हत्या के 75 प्रतिशत 40 केस, अपहरण के 10 प्रतिशत 123 केस, बलात्कार के 68 प्रतिशत 287 केस, दंगों के 53 प्रतिशत 287 केस, चोरी के 58 प्रतिशत 2586 केस, मोटर/आटो वाहन चोरी के 45 प्रतिशत 682 केस, सेधमारी के 72 प्रतिशत 376 केस, लूट के 82 प्रतिशत 159 केस, डकैटी के 64 प्रतिशत 7 केसों तथा अन्य आई.पी. अपराधों के 49 प्रतिशत 1228 केसों में केसों का खुलासा करके चार्जशीट लगाकर अपराधी को सजा दिलाने को कार्यवाही की है।
वर्ष 2023 में कुल 4408 केसों में फाइनल रिपोर्ट लगाकर पुलिस द्वारा फाइल बंद कर दी गयी है और इन अपराधों के अपराधियों का पता लगाने या खुलासा करने में पुलिस सफल नहीं हो सकी है। ऐसे अपराधों में 34 हत्या, 3 दहेज हत्या, 1067 अपहरण, 116 बलात्कार, 196 दंगे, 1737 चोरी, 663 आटो/मोटर वाहन चोरी, 100 सेधमारी, 27 लूट, 01 डकैती तथा 464 अन्य आई.पी.सी. अपराधों के दर्ज केस शामिल है।
वर्ष 2023 में दर्ज केसों के सम्बन्ध में 7316 व्यक्तियों को पुलिस द्वारा गिरफ्तार किया गया है। इसमें 205 हत्या, 40 दहेज हत्या, 140 अपहरण, 315 बलात्कार, 345 दंगे, 3948 चोरी, 1082 आटो/मोटर वाहन चोरी, 634 सेधमारी, 308 लूट, 48 डकैती तथा 251 व्यक्ति अन्य आई.पी.सी. अपराधों के केसों में गिरफ्तार किये गये है।
नदीम को उपलब्ध सूचना के अनुसार वर्ष 2023 में उत्तराखंड में अपराधों में 47 करोड़ 61 लाख 79 हजार 582 रू. की सम्पत्ति चोरी हुई हैं जबकि 24 करोड़ 93 लाख 55 हजार 107 रू. की सम्पत्ति पुलिस द्वारा बरामद की गयी है। इसमें चोरी के अपराधों में 20 करोड़ 82 लाख 33 हजार 60 रू., सेधमारी के अपराधों में 10 करोड़ 75 लाख 73 हजार 54, लूट के अपराधों में 1 करोड़ 5 लाख 88 हजार 424 तथा डकैती के अपराधों में 14 करोड़ 97 लाख 85 हजार 44 रू. की सम्पत्ति चोरी हुई है।

Kashipur: In the year 2023, 11952 criminal cases were registered by Uttarakhand Police, while in 4408 cases the cases included in the final report were closed and only about 50 percent of the 6027 cases included equality veterans. The cases included in the final report include cases of serious crimes including murder, rape, robbery, kidnapping.
Right to Information activist Nadeem Uddin (Advocate), resident of Kashipur, had sought information from Uttarakhand Police Headquarters regarding details of crimes registered in the year 2023. In response to this, Public Information Officer/Additional Superintendent of Police (Personnel) of Police Headquarters, Uttarakhand, Shahjahan Javed Khan, in her letter number 53 dated 29 July 2024, to the Deputy Superintendent of Police, C.C.T.N.S. According to the details available to Nadeem, a total of 11952 crimes have been registered in the year 2023.
